EL CAJON — Had Matthew Ruperty started his career as a 911 dispatcher a year ago, he would have followed a familiar playbook.Residents would have called with a problem. Perhaps they were bleeding heavily, maybe they just had a stomach ache. Either way, Ruperty almost certainly would have sent an ambulance.But after starting a recent shift in East County's largest city, he had an option for callers that's never before been available in the region.At 8 a.m. Tuesday, El Cajon became one of a handful of cities nationwide to rethink how it responds to 911 calls.
